The block 43-10 is a public mixed-use plot located in the main access to the Pudong’s New Bund International Business District. It was treated urbanistically as a leftover in which to concentrate municipal services and less desirable equipment, trying to give it a commercial character to compensate for public economic investment: firefighters, police, public fleet parking and other municipal services are combined with a commercial podium and high floors for office space rental. The main volume thus serves as a ‘cover’ for a fire station, a program that in the local culture has clearly negative connotations. After an unsatisfactory project carried out by a local engineering company, the neighborhood managers asked us for a more dignified proposal that would respect the entire original program and volumetry. The project presented is concerned with giving an ‘identity’ to this relatively small volume compared to the giants buildings it faces, and in giving it a certain ‘European character’ that could enhance the commercial nature of its basement accompanied by a large advertising screen to clearly mark the presence of this piece in front of its giant neighbors, facing a highway intersection that gives access to the neighborhood. In short, we tried to give its own character and dignity to a residual plot.
